Evolution of the Phase I Environmental Site Assessment

There are two historic timelines that intertwine - the regulatory one and the practical one - to produce the current protocol for the Phase I Environmental Site Assessment (ESA). The regulatory history has produced much of the inefficiencies of the standard and the practical history has been surprisingly static except for technological changes. Despite the backstory, a current Phase I ESA can be done well or cursorily. The ten commandments go a long way to ensure an adequate assessment!
Speaker Biography
Jane M. Willard, PG, CPG is a retired geologist with 35 years of experience in environmental site assessment, first as a field investigator on Superfund sites, for Barr Engineering, then as a project manager on petroleum sites and as the Supervisor of Site Assessment for Twin City Testing. She formed her own company, EnPro Assessment Corp, in 1988 and specialized in Phase I and II Environmental Site Assessments. She finished her career at American Engineering Testing. Altogether, she conducted over 3500 assessments. She has been a member of AIPG and a CPG since 1985 and twice served as president of the MN Section. She cofounded the MN chapter of AWG and served as the national president.
